# Review Manager-System Health

Status: draft · v0.1.0 · Manager System
draft reference — not a fitted standard

Review how the manager role, team work, authority, capacity, cadence, decisions, support, systems, and leadership context combine to enable or constrain team effectiveness.

## Purpose
Choose the right improvement response from balanced evidence without turning team output, engagement, turnover, or feedback into a simplistic manager score.

## Steps
1. Charter the health review — Define the question, use, evidence, and protections before collecting judgment.
2. Assemble balanced operating evidence — Create a longitudinal view of outcomes and the conditions producing them.
3. Collect manager, team, and connection voice — Add experience and work knowledge through a protected, decision-relevant method.
4. Diagnose strengths and constraints — Explain patterns across the manager and surrounding operating system before selecting a response.
5. Select proportionate improvement responses — Act on the actual ownership domain instead of defaulting to manager training.
6. Authorize and communicate the improvement plan — Create one controlled plan with reciprocal commitments and protected communication.
7. Implement, verify, and improve — Close the loop through changed conditions and outcome evidence.

## Connections
- upstream: Establish the Manager Operating Role (/processes/establish-manager-operating-role) — trigger: A health-review point or material signal occurs.
- upstream: Run the Team Operating Cadence (/processes/run-team-operating-cadence) — trigger: The review assembles manager-system evidence.
- upstream: Manage Team Capacity and Priorities (/processes/manage-team-capacity-and-priorities) — trigger: The review assembles operating conditions.
- upstream: Enable Decisions and Escalation (/processes/enable-decisions-and-escalation) — trigger: The review examines manager and team decision conditions.
- downstream: Establish the Manager Operating Role (/processes/establish-manager-operating-role) — trigger: The diagnosis supports a material manager-role or system change.
- downstream: Build and Operate a Development Plan (/processes/build-and-operate-development-plan) — trigger: Development is an approved response to a capability finding.
- downstream: Redesign Work and Workflow (/processes/redesign-work-and-workflow) — trigger: The diagnosis identifies work or process design as a material cause.

## Measures
- Manager-system health movement: Combined longitudinal review of targeted conditions, team operation, experience, outcomes, implementation, context, and guardrails; not causal attribution to the manager alone.
- Health diagnosis evidence completeness: Material findings satisfying required diagnostic fields divided by all material findings.
- Material health-signal response time: Elapsed time from accepted signal to controlled disposition, by severity and route.
- Reciprocal improvement commitment completion: Due material commitments with accepted implementation evidence divided by all due material commitments, by owner domain.
- Manager-system issue pattern: Findings and exceptions by ownership domain, team context, severity, recurrence, cause status, and disposition.
- Voice, confidentiality, retaliation, workload, dignity, safety, quality, and privacy guardrail: Qualified review of feedback participation, access, incidents, actions, workforce patterns, safety, quality, privacy, and participant evidence; not a causal or legal conclusion.
