# Operate Pay Structures and Equity Controls

Status: draft · v0.1.0 · Compensation System
draft reference — not a fitted standard

Keep job mappings, pay ranges, compensation data, decision patterns, exceptions, and equity controls coherent as work, markets, and the company change.

## Purpose
Provide the operating mechanism that detects structural drift, distinguishes individual from systemic issues, routes qualified investigation, and changes pay structures through evidence and authority.

## Steps
1. Establish structural operating control — Confirm the authoritative compensation mechanism and how it will be governed.
2. Reconcile structural and compensation data — Maintain a reliable view of work, mappings, pay, components, and effective states.
3. Monitor structure and decision health — Detect operating drift and material signals before they become normalized practice.
4. Run qualified consistency and equity review — Identify and investigate unexplained differences through a controlled, appropriate method.
5. Triage issues to the correct mechanism — Keep structural operation from swallowing individual and connected decisions.
6. Design and authorize structural change — Change the smallest appropriate part of the compensation mechanism with effects visible.
7. Implement, verify, and learn — Close the loop from structural decision through systems, people, outcomes, and the next version.

## Connections
- upstream: Maintain Job and Career Architecture (/processes/maintain-job-and-career-architecture) — trigger: The pay structure is operated or reviewed.
- upstream: Establish Compensation Range and Employment Parameters (/processes/establish-compensation-range) — trigger: A range is approved, used, excepted, or reviewed.
- upstream: Review Employee Compensation (/processes/review-employee-compensation) — trigger: An individual review identifies a structural issue.
- upstream: Make and Communicate a Compensation Decision (/processes/make-and-communicate-compensation-decision) — trigger: A compensation decision is implemented or a structural signal occurs.
- downstream: Review Employee Compensation (/processes/review-employee-compensation) — trigger: Monitoring or qualified review identifies an individual case requiring review.
- downstream: Maintain Job and Career Architecture (/processes/maintain-job-and-career-architecture) — trigger: A recurring structural issue appears to originate in job architecture.

## Measures
- Compensation structure operating health: Combined review of internal relationships, hiring, incumbent decisions, market evidence, budget, career use, exceptions, data, employee questions, and qualified findings; no single metric stands for health.
- Structural data control quality: Material active records satisfying defined source and reconciliation controls divided by all material active records.
- Material compensation issue response time: Elapsed time from detection to acknowledged authoritative route, by severity and issue class.
- Authoritative structure use: Applicable records and decisions linked to current approved versions divided by all applicable records and decisions.
- Structural exception pattern: Exceptions by type, population, family, track, level, geography, component, severity, cause, age, and disposition.
- Pay equity, access, privacy, financial, and employee-impact guardrail: Qualified review of pay relationships, decisions, opportunity, access, data use, payroll and equity outputs, employee questions, and remediation; not a dashboard legal conclusion.
