# Assess and Select Candidates

Status: draft · v0.1.0 · Hiring System
draft reference — not a fitted standard

Collect comparable, job-related evidence and make one traceable hiring decision against criteria defined before candidates entered the process.

## Purpose
Select the candidate best supported by the approved evidence while controlling bias, inconsistency, candidate treatment, exceptions, and decision authority.

## Steps
1. Confirm assessment intake — Admit candidates and process versions through one controlled entry gate.
2. Finalize methods and decision rules — Lock what will be assessed, how, and how evidence will be used before seeing results.
3. Prepare assessors and candidates — Make consistent administration and fair participation operationally possible.
4. Collect job-related evidence — Give each candidate a comparable opportunity to demonstrate relevant capability.
5. Score evidence independently — Preserve individual observations before group influence and narrative coherence take over.
6. Integrate evidence and decide — Make one authorized decision through criteria, evidence, and explicit tradeoffs.
7. Communicate and hand off — Close candidate states and transfer only authorized evidence to offer and onboarding processes.

## Connections
- upstream: Define Role and Success Profile (/processes/define-role-success-profile) — trigger: The role and evidence plan are approved.
- upstream: Open and Source the Role (/processes/open-and-source-role) — trigger: A candidate satisfies the assessment entry gate.
- downstream: Approve and Issue the Offer (/processes/approve-and-issue-offer) — trigger: The offer owner accepts the selection package.

## Measures
- Early role-outcome alignment: Structured comparison of early role outcomes with prehire criteria and evidence; not a causal validity claim by itself.
- Material-criterion evidence coverage: Material criteria with sufficient authorized evidence divided by all material criteria.
- Assessment cycle time: Elapsed time from assessment admission to Selection Decision.
- Controlled-plan adoption: Completed assigned assessments conforming to the active plan divided by all completed assigned assessments.
- Assessment deviation pattern: Deviations by method, assessor, candidate stage, severity, cause, and disposition.
- Candidate fairness and burden guardrail: Qualified review of completion, ratings, progression, withdrawal, time burden, accommodations, and feedback patterns; not a causal or legal conclusion.
